Corona-Norco Unified School District serves a diverse student population. In accordance with state guidelines, Corona-Norco Unified School District has implemented programs for English learners in order to meet the needs of the English learner population. The Corona-Norco Unified School District Master Plan for the Education of English Learners focuses on all children of diverse language backgrounds and their needs. All students are expected to achieve academic success through high expectations as well as through the use of effective instructional methodology. In order to ensure that all English learners are provided with opportunities to be successful, the Master Plan for the Education of English Learners will address the identification, program design, curriculum, instructional material, and staffing for English learners as well as training for parents.
 

The purpose of the Corona-Norco Unified School District Master Plan for the Education of English Learners is to provide a framework of instruction for English learners. In addition, it will acquaint teachers, administrators, and parents with state, federal and district policies, programs, resources, and staff development opportunities. In order to ensure the successful implementation of these programs, the following goals for the successful education of English learners have been established:
