During the 2013-2014 school year the Corona-Norco Unified School District Board of Education agreed to change from the longstanding process of selecting Board of Education members through an "at-large" elections process and move to elections "by-trustee area." The following considerations were addressed during the decision making process:
· Each area shall contain a nearly equal number of inhabitants
· Drawn to comply with the Federal Voting Rights Act
· Ensure each area represents more than one jurisdiction/high school boundary
· Compact and contiguous, as much as possible
· Respect communities of interest, as much as possible
· Follow man-made and natural geographic features, as much as possible
One of the criterion the Board of Education set for establishing Trustee Areas was that no single Trustee would represent only one high school attendance area. Each Trustee Area includes multiple schools (physical location of the school) and multiple school attendance boundaries. Although there were numerous public meetings and discussions on the topic, the critical steps in this decision process are captured in the action items below:
Resolution 2013-14 62 – Authorizing a request for the waiver of the requirement that the establishment of trustee areas and adoption of a “By Trustee Area” election process be submitted to the voters. (December 10, 2013).
Resolution 2013-14 63 - Resolution of the Board of Education of the Corona-Norco Unified School District recommending that the Riverside County Committee on School District Organization Approve and Establish a By-Trustee Area Election Process from which Corona-Norco Unified School District Governing Board Members will be elected. (December 10, 2013).
On May 8, 2014 the State Board of Education approved waiver #38-1-2014-W-12 whereby the Corona-Norco Unified School District requested the State Board of Education to waive California Education Code Section 5020, and portions of sections 5019, 5021, and 5030.On May 8, 2014 the Riverside County Committee on School District Organization approved the proposed Trustee Area boundary areas for the school district.The final Trustee Area map adopted by the Board of Education is available in several formats, each presented below.8.5 x 11" District Map : Adopted Trustee Area District Map8.5 x 11" Trustee Area 1 - Dr. Jose W.
