California Youth Behavioral Health Initiative

CNUSD is committed to supporting the mental health and well-being of every student. As part of this commitment, the district is participating in the California Youth Behavioral Health Initiative (CYBHI), a statewide effort designed to strengthen and sustain school-based counseling and behavioral health services.

CYBHI is led by the California Department of Health Care Services (DHCS) and is designed to increase access to mental health services for children and youth across California. Because students spend much of their time at school, the state has created a system that allows districts and approved providers to seek reimbursement for eligible school-based mental health services through qualifying health insurance plans. Funds recovered through this process can be reinvested to strengthen and expand student support services. More information about this initiative can be found here

How CNUSD is involved

CNUSD has taken steps to participate in this initiative according to state readiness requirements. This includes ensuring the district is equipped to collect family insurance information, meet documentation requirements, convert eligible school-based services into billable claims through approved providers, and maintain compliance with FERPA, HIPAA, and other state and legal requirements.

What families will notice

Beginning with annual online registration on March 1st, families will notice a small change in the process. In addition to confirming that a student has health insurance, families will now be asked to provide insurance membership information if they would like to do so. 

Providing this information allows CNUSD to bill eligible counseling services through approved providers, helping the district recover funds that are reinvested directly into student support services.

What families need to know

  • Providing insurance information is optional
  • Parents insurance will not be charged and services will continue to be free to families
  • Student access to counseling services will not change
  • Information is used only to support and enhance services already available to students.
  • Funds recovered help CNUSD continue and expand mental health and wellness support.
  • Counseling services will be billed internally by school counselors through Care Solace when eligible.
