Late Start for Secondary Schools to Begin Fall 2022

On Jan. 1, 2019, Senate Bill 328 went into effect as Education Code 46148 which mandates districts to ensure Intermediate schools start at 8 a.m. or later, and High Schools start at 8:30 a.m. or later by July 1, 2022. 

Changing start times of our intermediate and high schools creates a domino of impacts on our schools and families. To implement these state mandates we analyzed the possible impacts for all stakeholders, including staff, students, family, school operations, special education, business, food service, athletics, transportation and other areas. As a result, we will modify our secondary school start times to the following:

Intermediate Schools, including 7th and 8th grade in our Academies, will all begin at 8 a.m. The length of school days and periods will remain the same as their current 2021/2022 schedules. The school start and release times are as follows:

Impacted Elementary Schools
Additionally, due to the above changes for secondary school it is necessary to change the start times of the following Elementary Schools for transportation and traffic purposes. The length of school days will remain the same as their current 2021/2022 schedules. The school start and release times on regular days for the impacted schools are as follows:

  • Eastvale Elementary   7:35 am-2:00 p.m.

  • Jefferson Elementary 8:45 am-3:05 p.m.

  • Parkridge Elementary 7:45 am- 2:05 p.m.

  • Coronita- Preschool/Rocket Program only (TK-6th bell schedule remains the same

    • 4-day Special Education Preschool Program 8:45 a.m.-11:15 p.m. and 11:55 a.m. – 2:25 p.m.

    •  5-day Special Education Preschool Program 8:45 a.m.-12:15 p.m.

  • Riverview- Preschool/Rocket Program only (K-6th will begin at 7:45 a.m.)

    • 4-day and DHH Special Education Preschool Programs: Time TBD

    • 5-day and PALS Special Education Preschool Programs: Time TBD

The state legislation also asks us to share the research-based benefits of a late start for students and getting extra sleep. Some benefits of late start for teens are listed below:

  • Teens need 8.5- 9.25 hours of sleep each night

  • 2/3 of high school students get less than 7 hours of sleep

  • 43% of U.S. high schools start before 8 a.m.

  • 33% of teenagers report falling asleep in school

  • Insufficient sleep in teens is associated with:

    • Obesity; Migraines; Immune system disruption; Smoking; drinking and stimulant abuse; Fighting; Physical inactivity; Depression; Suicidal tendencies

We know there may be many questions regarding the impacts these changes will have on bussing, athletics, child care, and other important factors, and we will be working to finalize all of those details in the coming months.
